Cotswolds strategic land

Anton Palmer directs the planning strategy and capital deployment for a strategic land and development pipeline across the Cotswolds, with build-out scheduled through to 2030. The sites sit within Green Belt and Area of Outstanding Natural Beauty designations, among the most constrained planning environments in the country. The work runs through local authority, legal and environmental frameworks to secure residential and Class R consents, and those consents are not yet secured. Sites of this kind turn on sequencing, evidence, and revisiting early assumptions as the position develops.

Regulated care acquisition

He is separately acquiring a group of CQC-regulated care businesses, applying the property and operations model he has built his career on. The intention is to move service users into freeholds held in a dedicated property company.

I see property, care and technology becoming much more integrated. Better data should improve how homes are selected, adapted, maintained and matched to people’s needs, while long-term capital can bring greater stability to supported housing.

Where the discipline came from

He came to property from the operating side. Having founded a regulated care business and sold the operating company in 2012, he retained every freehold beneath it and rebuilt them into a specialised long-income portfolio, which he sold in 2016-17.

That sequence shapes how he underwrites. A building held on a twenty-five-year lease has to keep working for the people living in it across every change of operator and every maintenance cycle in between, so condition, location and lease structure carry as much weight in the appraisal as the income itself.
